Neutral Civil Service calls for smooth, peaceful transition
Member of the House of Lords in UK, Lord O'Donnell
A neutralized civil service is the only means by which Ghana can ensure a peaceful and better transition from one government to another.

This was disclosed at a public lecture in Accra on Managing Political and Administrative Transitions, the British Experience.

A member of the House of Lords in UK, Lord O'Donnell said there is the need for civil servants not to involve themselves in partisan politics in order to work effectively whenever there is a change of government.
